David von Rosen argued that the UAE’s creation of a new regulatory body for commercial gaming would be useful in overseeing a future lottery and continuing to attract and retain high-net-worth individuals.
He explained that lotteries are beneficial because they allow people to dream of a different life. Reflecting on his own experience, he recalled how playing the lottery gave him the chance to dream when he was a young man.
David emphasized that he sees lotteries differently from gambling in casinos, viewing them primarily as a form of entertainment.
